Why do certain things still happen?

So I head down to Penn Station after getting through a Monday at work. I get down to track 18 and hop on my normally packed train to Long Island. Not so normal is that we are still sitting in Penn Station at 7:20 PM when the train should have left at 6:56 PM. Now this train is packed…I mean there are people standing everywhere. We get a few updates saying that there are some signal problems and that they are going to figure out how to get around it. According to their web site the Long Island Rail Road has been around since 1834 which is about 172 years. After such a long time of being in existence, you would think that they would be able to get these problems resolved a lot faster than they did today. A 20 minute delay is not so bad, but with the high prices we pay for our tickets, it’s a surprise that we even have to put up with 20 minute delays. Good thing I had nothing pressing to get home to…except to post on my blog and avoid doing some homework.
